経済産業省より、安全保障貿易の観点から、外為法に基づく「みなし輸出」管理明確化の通達があり、企業から従業員への特定技術(軍事転用可能な機微技術)の提供の一部が管理対象になりました。
これにより、全ての日本企業が、2022年5月1日以降に入社する方「全員」に対して外国企業等や外国政府等との関係性を確認することが法令上求められています。

[Questionnaire for those who may be newly hired at Fujitsu]

Japan’s security export control authority, Ministry of Economy, Trade and Industry (METI), has officially published a new regulation about the transfer of a certain technical information within a company so-called "deemed exports" based on the Foreign Exchange and Foreign Trade Act. As effective of May 1, 2022, such transfer of technical information within a company to anyone who has a certain dependency (specified in our questionnaires below) with foreign companies or foreign governments is “deemed” to export from the company to them. Moreover, Japanese government requires all Japanese companies to confirm whether their new employees have such dependencies or not. If new employees fall into the case, we must check in advance that such transferring technical information is not required to obtain any approval from the government in viewpoint of export to them. A certain type of technical information is strictly regulated by the laws and Fujitsu possess such technical information. Now you notice this does not affect our decision of potential candidates, but this may affect the section where you work for within Fujitsu in considering the access to such technical information. In this regard, your answer must be important and must be true.
